2026 New Lighting Rules in EU & US Restrict Non-certified LED Bulb Upgrade, Certified Full LED Headlight Assembly Becomes Mandatory

Latest 2026 traffic safety policies rolled out by EU, California USA and Spain tighten access standards for aftermarket LED headlight and fog light retrofit products, banning simple single LED bulb replacement on original halogen lamp housing for on-road legal use.
New FMVSS108(US), ECE R112 & ECE R123(EU) regulations stipulate only DOT/ECE-certified complete LED headlight assemblies (lens + LED bulb + driver + housing) can be legally installed for vehicle upgrade; uncertified single LED bulb refit triggers fines from $250-$500 in California and up to €300 plus temporary vehicle impound in Spain.
This policy adjustment brings huge market opportunity for qualified manufacturers producing full-set certified LED headlight, standard LED fog light and plug-and-play LED grille light kits. Many European and North American auto part dealers shift bulk purchase orders from cheap single LED bulbs to integrated certified lamp products. Meanwhile, RGB multi-color LED grille light for off-road modification gets relaxed regulatory restriction for off-highway use, pushing customized grille lighting export demand upward in Q1 2026.
